In analyzing the neighborhood conditions of the Fillmore District, a visible racial boundary is isolating local ethnic communities from sharing culture and economic benefits. The segregation of this boundary was established based on historical events such as immigration or languages. This in turn has caused societal problems of poverty, child abuse, and severe family conflict within disadvantaged groups. These issues become the fragments existing within the community that needs to be pieced together to erase the achievement gap between groups.​​
